CPAN is pleased to announce that they have received the Ruth Atkinson Hindermarsh Award. The $50,000 award by Atkinson Charitable Foundation honours CPAN for their outstanding contributions to improving the wellbeing of children.

c) Ontario Deprivation Index – A New Measure of Poverty

The Ontario Deprivation Index is a new way for Ontario government to measure poverty. The index contains a list of 10 household item asking respondents if they have or can afford the items. If the household cannot afford two or more of the items on the list, they are classified as poor. In addition to determining poverty the list also indicates other issues such as social exclusion.

The index was created by the province, the Daily Bread Food Bank, the Caledon Institute of Social Policy and Statistics Canada. The index is the first of its kind in North America and is modeled after similar indexes used in the United Kingdom. According to the index, 12.5 % of Ontario children are living in poverty.

The following questions are found in the index:

  • Do you eat fresh fruits and vegetables every day?
  • Are you able to get dental care if needed?
  • Do you eat meat, fish or a vegetarian equivalent at least every other day?
  • Are you able to replace or repair broken or damaged appliances such as a vacuum or a toaster?
  • Do you have appropriate clothes for job interviews?
  • Are you able to get around your community, either by having a car or by taking the bus or an equivalent mode of transportation?
  • Are you able to have friends or family over for a meal at least once a month?
  • Is your house or apartment free of pests, such as cockroaches?
  • Are you able to buy some small gifts for family or friends at least once a year?

For more information, see "Ontario Deprivation Index," December 2, 2009, at www.news.ontario.ca. To learn more about the development of the index, see "Developing a Deprivation Index: The Research Process," December 2, 2009, at www.caledoninst.org. b) Measuring Poverty: Ontario's Deprivation Index
Thursday, January 28th 2010
12pm, Conference Call

This session will explore the research process and development of the Ontario Deprivation Index. A ‘deprivation index’ is a list of items which are widely seen as necessary for a household to have a standard of living above the poverty level. Almost all households not in poverty will have all these items, but households in poverty are likely to find some of them unaffordable. By asking whether a household can afford all the items on the list, we can identify those that are poor. Michael Mendelson will discuss the community-based research process used to develop the ‘list’ for Ontario. Michael will also discuss working with the Government of Ontario to include the deprivation index as one of the indicators for the Ontario Poverty Reduction Strategy.
